Dear Mr. Seward:

I appreciate your willingness to work with the community through the Blue Ribbon panel to determine the disposition of Hastings' land at Golden Gate and Larkin. However, I am disappointed with the proposals brought forth at the meeting February 26. Each proposal was essentially still a large parking garage, with a little bit of housing or a YMCA wrapped around it.

That location is within walking distance of some of the best transit service west of the Mississippi and at the edge of the Tenderloin, the city's most densely populated neighborhood with the lowest rates of car ownership. Despite all this, the Tenderloin suffers from the highest rate of pedestrian injuries in the city due to the commuter traffic that Hastings will contribute to if a garage proposal goes forward.

It is simply not the right place for a parking garage. More efficient use of the Civic Center garage, through pricing the parking at market rate and the removal of discounts, as well as the application of valet service, should meet future parking demand for those people who refuse to or cannot take BART or Muni.

Please ask the Blue Ribbon Panel to consider an option which is keeping in character with the neighborhood, which is already full of apartment buildings that provide dense and affordable housing without any parking, by providing more housing and less parking.
