I hear that a lot too.  The ones you don't see are the ones you hit. 
Besides, why not signal all the time as a habit?  If no one is there, then 
no one will think you are silly for signaling with no one there.

I was riding in a Taxi and he changed lanes really fast without signaling 
and i asked him to sigal and he said, "Why, I didn't see anybody there."
