Hello-

Assemblyman Leland Yee's bill (AB 1208) to assess a "vehicle impact
mitigation fee" on all vehicles registered in San Francisco has been
reintroduced this year.

This bill would authorize the San Francisco Board of Supervisors to assess a
small surcharge on all motor vehicles registered in San Francisco to help
fund repair and maintenance of our local streets and public rights-of-way.

Such a fee could only be assessed after the appropriate City agency has
conducted the required ‘nexus study’ to determine a reasonable, justifiable,
and legally-defensible fee amount.

This impact fee would appear as a line item surcharge on the vehicle
registration renewal forms sent out by the state DMV every year.  The
surcharge would only be charged to owners of vehicles registered in San
Francisco County.

TLC supports this legislation because travel by cars, trucks, and SUVs all
cause significant wear and tear and create other negative impacts to our
local streets, and the cost to repair and maintain our streets and to
mitigate these impacts is not fully covered by existing vehicle taxes or
fees at either the local, state, or federal level.

This is especially true in recent years, as San Francisco has seen its state
and federal funding for street repaving shrink from approximately $16
million to $11 million per year.  As this funding has been reduced, the
condition of our streets has worsened considerably.  In fact, a recent
survey of San Francisco residents found that satisfaction with 'pavement
quality' on city streets received only a "C" grade, down from previous
years.

Please join Transportation for a Livable City in supporting this important
state legislation by taking the following three actions:

1) Write an organizational or individual letter of support. TLC's letter of
support is attached.  Feel free to modify as you see fit.


2) Ask your members and constituents to send an e-mail, fax, or letter of
support.
