Hi folks,

It's that time again. I want Car Free Happy Hour to remain a 
predictable opportunity for advocates of drinking and not driving to 
get together so I don't want to change it just for some meeting, as 
some have recommended. So, as usual, Car Free Happy Hour will take 
place next Wednesday, the first Wednesday of April, April 6, at 
Zeitgeist. Though you can show up whenever you want, the biggest 
crowd might not be there until around 8:30 or so, since many of us 
(including me) are going to that important BAC meeting previously 
announced, and if you care about LOS issues I highly recommend you 
go. Andy is going to put together an introductory presentation that I 
expect will lay out the existing conditions, problems, and the large 
variety of proposed solutions to put the ensuing public and BAC 
comment into perspective. I think it's a great opportunity to learn 
about the issue and what we can do to resolve the problem that our 
interpretation of environmental laws is actually hurting the 
environment. I'll repeat the meeting announcement below. The meeting 
starts at 6:15; I'll probably make it over to Zeitgeist by 8:30 at 
the latest. Save me a seat.


SAVE THE DATE: BICYCLE ADVISORY COMMITTEE -HEARING ON LEVEL OF 
SERVICE, APRIL 6TH:

There has been a tremendous groundswell of dissatisfaction and 
outrage over the City's policies of prioritizing automobile 
convenience over public safety and multi-modal development.  Many of 
these policies are codified in the Planning Department's method of 
analyzing the environmental impact of pedestrian and bicycle safety 
improvements. In a nutshell, they consider the impacts on motorist 
delay (through the Level of Service, or LOS measure) to be more 
"significant" than pedestrians and bicyclists being injured and 
killed, and the continued degradation of our environment through auto 
dependence. It sounds crazy, and it is!

Thankfully, a growing coalition of citizens, supervisors, and 
nonprofit groups is taking this issue to the next level, and 
demanding that the City change its administrative procedures to be 
more in line with our adopted Transit First Policy.  Join Ross
