[Carfreeliving] Bike/emergency lanes.

In NYC during the transit strike they did exactly this: created 
emergency lanes on major N-S avenues that were blocked off from the 
choking traffic with traffic cones and explicitly reserved for 
emergency vehicles and bicycles. This is a *great* idea that might 
provide more justification for bike lanes on already choked streets 
like Montgomery.
