Role: Sunday Streets Program Manager
Location: San Francisco, CA

Position Overview

The nonprofit Livable City is seeking an organized and dynamic Program Manager with strong project and relationship management skills and a background in event production to manage the beloved Sunday Streets SF program. The perfect candidate will have relationships with diverse communities in San Francisco, love event production with a purpose, and thrive in a fast-paced environment.

Employment Details

● Position to begin as early as February 2023; open until filled
● Full-time, exempt status with ~40 hour/week schedule; attendance at all Sunday Streets events and production days required; frequent weekend and evening shifts required
● Significant in-person time and weekend time required.
● Annual salary of $68,000 to $75,000, depending on experience. Also medical and dental benefits, paid holidays, vacation, sick days, and retirement.

Responsibilities

● Program Management

○ Foster fidelity to program goals, guidelines, and systems.
○ Develop and publish programming
○ Maintain timelines, budgets, and delivery for programming

● Event Planning & Production

○ Oversee programming and exhibitor systems
○ Manage permitting including research, application, and negotiations
○ Coordinate logistics with partners and vendors for activations; create production schedules and equipment lists.
○ Act as the Event Director at Sunday Streets SF events

● Community & Stakeholder Engagement

○ Serve as the public face for the program
○ Conduct outreach and build relationships with the residents and businesses in targeted neighborhoods
○ Organize and facilitate meetings with community stakeholders, city partners, and others.
○ Build collaborative relationships with all program partners
○ Oversee sponsorship and resource development activities

● Organizational Support

○ Assist with grant applications and reports
○ Work key events for the organization throughout the year

Requirements

● 2+ years in outdoor event production, 1+ year experience in nonprofit program management
● Proficient in Google Apps, specifically Sheets, Calendars, Maps, and Drive storage
● Extremely organized and excellent communicator
● Ability to do physically demanding work, ability to stand for 4+ hours, lift 25lbs Highly Desired
● Familiarity with nonprofit reporting and evaluation
● Bilingual (especially Spanish, Cantonese, or Tagalog)
● BA/BS degree or higher

Project Overview

Background

Sunday Streets is San Francisco’s open streets program with an annual season of events that reclaim car-congested streets for community health, transforming them into car-free spaces for all to enjoy. Since starting the program in 2008 with two events along the waterfront, the nonprofit Livable City has grown Sunday Streets into one of North America’s premiere open street programs. The program annually serves over 100,000 residents in diverse neighborhoods across the City in partnership with the SFMTA, the San Francisco Department of Public Health, and the City and County of San Francisco.

Sunday Streets events are between 1 and 4 miles in length, filled with free activities and community resources provided by local nonprofit organizations, community groups, and small businesses. In the 2024 season, Sunday Streets will engage the following neighborhoods: Bayview, Excelsior, Mission, SoMa, Tenderloin, and Western Addition. The events are anticipated to take place between May and October, with planning activities starting as early as January. Each Sunday Streets event will be powered by Livable City staff, 10-15 event-day staff managed by the consultant, and 30 to 50 volunteers recruited by Livable City throughout the day.

During the planning process, the Sunday Streets program team collaborates with community stakeholders to finalize the event date, location, size, and programming requested by the residents and neighborhood-based nonprofit partners aligned with Sunday Streets and Livable City’s mission. The event attendees are neighborhood residents, visitors, and service providers looking to engage with the neighborhood. With nonprofit partners and sponsors, Sunday Streets strives to provide resources for children, youth, seniors, and individuals with disabilities at every event.

Looking to the next five years, Livable City’s growing presence will enable us to make powerful contributions to  the feasibility of building sanely-priced housing, ease the bureaucratic burden for communities seeking to activate their streets and public spaces, strengthen the ability of the African American and other historically marginalized communities to claim space for cultural and economic resurgence, and encourage grassroots leadership of streetscape changes that will foster vibrant cultural and commercial hubs. 

Objectives

  • Effective event planning and logistics coordination, which includes timely submission of permit applications and equipment coordination with both established and new vendors
  • With the Sunday Streets program team, successful recruitment and management of event production staff
  • With the Sunday Streets program team, development of a logistics manual for the Sunday Streets program

Scope of Work

The Consultant will support the Sunday Streets program with event production coordination and logistics planning for the 2024 season, from February to November 2024, with events between May and October 2024. Work includes:

  • Production Coordination
    • Develop and submit relevant permit applications to City agencies, including but not limited to street closure permits, amplified sound permits, park use permits, and applicable food permits; the due dates for applications range between March and one month before each event
    • Coordinate with established or new vendors for services including but not limited to tabling equipment (tents, tables, and chairs), truck rental, street closure devices, radios, waste management, and portable restrooms and wash stations; the coordination with vendors should be at least two weeks before each event
    • With the Sunday Streets program team, schedule pre-event and event-day production shifts and support the production staff crew of 10 to 15 people during the entirety of the production schedule
    • Establishing a comprehensive event plan and logistic-planning protocol for Sunday Streets, including timelines, milestones, key contacts, and permit FAQ
  • Logistics Planning
    • Attend weekly meetings with the Sunday Streets program team and City partners between February and October 2024
    • Develop or update existing Sunday Streets logistical plans for each event, including but not limited to interaction traffic control, staff assignments, and special programming placements, in advance of the event and provide relevant training for production staff based on the materials
    • Develop and implement contingency plans to address unforeseen challenges
    • With the Sunday Streets program team, manage equipment and resource logistics, including setup and breakdown
  • Vendor Management
    • Identify and engage with established and new vendors for event-related needs
    • Negotiate contracts and manage relationships with those vendors to ensure quality and cost-effectiveness

Project Constraints 

Sunday Streets is a collaborative effort with diverse stakeholders, and Livable City strives to hold inspiring conversations about street use and transformation. Though rarely, collective decision-making may delay logistics planning and coordination, such as permit application submission and other bookings. The consultant should anticipate being flexible and develop multiple action plans to alleviate the impact of the delays.

Notes on Effective Proposals

All proposals must be submitted by Monday, December 18, 2023, at 5 PM to Darin Ow-Wing at darin@livablecity.org. 

Proposals should include:

  • Company profile, including relevant experience in outdoor event production and logistics and/or large-scale organized activities for nonprofit or community-based groups
  • Detailed approach and methodology for handling the specified scope of work
  • Budget estimate, including a breakdown of costs for staffing and equipment
  • Responses to the following questions:
    • Experience in working with City permit processes and regulations
    • Experience in or understanding of community-first de-escalation strategies
    • Availability for regular meetings with the Sunday Streets program team and anticipated schedule during the production schedule 
    • Questions or preliminary feedback regarding the proposed scope of work
  • References from previous clients

Proposals will be evaluated by the Sunday Streets program team, consisting of Livable City’s Executive Director, Sunday Streets Program Manager, and Engagement Manager. The selection process is based on the following criteria:

  • Relevant experience and expertise
  • Clarity and thoroughness of the proposed approach
  • Demonstrated commitment to BIPOC and differently marginalized communities in San Francisco
  • References and client testimonials
